I would suggest you don't structure your Outline by status. Instead, create
a new todo view that grouped by Project status. Then you can simply drag and
drop to automatically change the status of the project. It has the advantage
that dragging a task that isn't a project (Project Status: none) will give
it Project status. Also you can then exclude tasks from this view if you
want, through the Advanced filters.

Of course you can structure the outline however you want; to me it just
seems more powerful to structure it by something that is more permanent and
which isn't easy to create in the Tasks view.
