There are two ways to do that.  One is to you dependencies..  You go into 
each of your subtasks and make a dependency of start cleaning house.

- Cleaning House 
 └ Start Cleaning House! 
 └ Cleaning room             <dependency with "Start Cleaning House!"> 
 └ Cleaning kitchen         <dependency with "Start Cleaning House!"> 
 └ Cleaning Restroom     <dependency with "Start Cleaning House!">

The second was is to use "Complete subtasks in order" to get "start cleaning 
house" as your first task.  Once that is compete your "All rooms" subtasks 
will all show up in your todo view.

    Start Cleaning House! 
    All Rooms done?
     └ Cleaning room             <dependency with "Start Cleaning House!">
