Yes, you can sort your lists.

The Outline is a fixed structure. You can sort your Outline or pieces of it
with the pop-up menu on a task (Advanced: Sort subtasks...on a task) but
not automatically because it moves the location of the task in the tree.

Todo Views are dynamic "cuts" at your data and can be customized or created
from scratch and can be sorted any way you like. So, for example, you can
sort by Caption (MLO's version of Title), TopLevel Parent (and turn on a
column to show the TopLevel Parent), or one followed by the other.

The label "To-Do" is a bit misleading -- views in this tab can be used for
all sorts or things (no pun intended :).
