Interesting question. I was surprised to find that you are right, there's no multiyear option. I checked how I am handling situations like driver's license renewal. (I also have medical tests run once every three or five years.) I found that none of them are set up as recurring. I figured that the state will likely change the renewal interval, the doctor will decide to increase or decrease the frequency of tests based on my condition and based on new research. So when the task completes, instead of marking it complete I just enter the new due date. This is probably not much help, but it's what I've got.
