Reading the linked thread it's fairly clear the respondent doesn't 
understand the concept of a 2 pane outliner. Also, there is a difference 
between a hierarchical task list and keeping tasks in a hierarchical 
format. A hierarchy of tasks is required for identifying intrinsic logical 
groupings, sequences, dependencies, scheduling etc For personal tasks, I 
would agree that the To Do list is best in short non-hierarchical form but 
for planning and reviewing tasks then a hierarchical outline is best.
