I came across this thread looking for a solution to the same problem. Could 
you indicate how you ended up configuring your system so it works 
naturally? For naturally I understand exactly what Luc stated 1 year ago. 
If I set 1 project to suspended, all its actions should disappear from the 
to-do. We could argue about whether a project "not started" has to work the 
same way for projects have preeliminary steps, but I personally would 
expect not started to behave likewise suspended projects.

In  other words, if you need to work on some preeliminary steps of a 
project, then simply create a (mini)project named the same, and set it to 
in progress while the big project is set to "not started"
