It should only pop up a new tab if you click on a task that isn't visible
in the current view. Is that what you are seeing?

You can change this behavior -- after you search, there is a pull-down that
selects current view/ All Tasks. If you select current view, you shouldn't
get a new tab, nor if you click on a task that is already in the current
view. If you already have an All Tasks tab in position 1, it will be
reused. Otherwise it is created.
