The Outliner is great for planning but it's not the best place to sort / group/ etc. You might start with going to Active Actions and looking at Sort in the menu on Android, and sorting by whatever you tend to go by. (I sort first by Starred, then by Goal). Also do you know about hiding completed tasks?
