Actually it was not a blank view.  But I just found that it appears the 
position of the cursor is critical.  So I can add a task, but not into a 
blank space, I have to position the cursor to the left of an existing 
task... I guess in your case that's going to be difficult without and tasks 
there.

In the Outline view, the cursor position does not seem to matter....

So there is some inconsistency there..
