I'm not sure about the first question but in answer to your second one, yes, there is an option to keep the RTE window on top. In Options under General Applications Options>Rapid Task Entry Dialog, there's a checkbox option to set the Rapid Task Entry window on top (Stay on top). I currently have mine set to this.
