I don't know of a way to open the RTE  from the command line, but if you
set MLO to minimize to the system tray, the default behavior of clicking on
the MLO icon is to bring up the RTE. You can change this in options. if you
also set the option to only allow one instance of MLO, then you can have
the system tray icon for the RTE, and the taskbar icon for the main app.
The only problem is that MLO has to be running to get to the RTE, as it is
not a separate tool.
