Because the Program Files folder in current Windows Editions can only be 
written as Administrator user in administrative mode. It would be a very 
poor software design to require administrative mode just for saving the 
program's settings. In Microsoft Windows, the encouraged place to keep 
settings is the registry.

If at all, you may want to support the feature request for a Portable 
MLO<http://mlo.uservoice.com/forums/9235-general/suggestions/1465161-portable-mlo>,
 
where all program files and settings go into the same folder, to make this 
folder portable from PC to PC.
