Be sure to read in the user guide about the difference between your task
tree (where your tasks live) and task views (which slice and dice your
tasks without changing their position in the tree). In a sense, the task
tree (aka Outline, shown in the Outline tab) is the database, and views are
just the query results. For example, try changing to the Active Actions
view. That shows only tasks that have a combination of properties that
makes them "active" - ready to be worked on, and sorts them. If you change
their importance, for example, they move around in the list. But if you
click back to Outline tab, the tasks haven't moved in the task tree.

The third tab you are looking for, which shows everything, can just be the
default first tab, "Outline". At least for now, you want to have the first
tab locked to the Outline view, to always show the whole task tree.
