I only have a second...I missed the point that you were trying to use the
Parent Filter in hiearchical options. I'm not sure if that's a bug or not,
I still don't have an intuitive sense of the hiearchical filtering...but
aren't you really trying to get all the tasks that are under "Work", not
the parents of those tasks?

Try removing the Parent filter and put "TopLevelFolderName ...." criteria
under "Add Advanced", further down, and see if it does what you want.

I bet Dwight can tell us whether your file displays a bug or not. I might
have time to look at it later and try to figure out what it's doing. My
guess is that it's working as the developer expected, but
unintuitively/strangely for what it seems like it should do.
