Hi I use the iPad V2 version; I can only comment on the 1st part of your question. So the sync works well, without any need for manual intervention - apart from if there is a conflict to be resolved - which is easily handled or if you plan to shut the device down, and want to make sure any changes are synced immediately. There are no option to control the sync frequency.
I don't use location based reminders on my Android phone - for the same reason as you. Could try then out on the iPad I guess.
