Yep, I'having the same problem. I'm using English version of Win 8.1, but the system locale is set to Russian.
I set Win+` (~) hotkey for opening/hiding of MLO window. After each sleep or hibernate, the hotkey doesn't work till I restart the MLO. Interesting thing: after my PC wakes up, if I press Win+Pause hotkey, I get both MLO and System properties windows. This bug driving me crazy.
