Baddr, I think that is a bug. The reminders window should remember it's last position but if that's on a monitor that isn't (currently) attached to the system then the window should spawn/move to a monitor that is.
I use a laptop with a dock and a second screen and have a couple of small utilities that flake the same way. Most of my programs though do not falter this way. Coincidentally I always have my reminder window on my laptop's screen (main screen) so I never had this issue. (I also run Win 7 in case that makes a diff.) You should report a bug to them by email and link this thread.
