As far as I am aware this is not possible at the moment.

Have you considered creating multiple tasks, one for each hour?

So you might create sub tasks one for each hour:

Regular Task (10am)
Regular Task (11am)

etc

Then just set each task to daily or weekly at a specific hour.

If your concerned about multiple tasks appearing in your to-do list, you 
could use the dependencies option, so that the 11am task is dependent on 
completion of the 10 am one etc.

Not perfect, but it would work.
