These option below should change the left side (Views), the middle part ( Task Tree) & the left Notes section only. TOOLS> OPTIONS> GENERAL APPLICATION OPTIONS> THEMES AND FORMATING >EDIT> FONTS & ICONS
If you want to change the propertise panels on the right side, under windows 10, u need to go DISPLAY SETTINGS & change the size of text, apps and other items.
