I thought you were wanting to insert a new task at the top of the current layer in the hierarchy of tasks - i.e. before the first task, no?
Have you tried those keystrokes? Left-Arrow take focus to the parent of the current task. Alt+Insert insert a task immediately under the parent i.e. the new task is inserted before the first task. So in 3 keystrokes you now have a new task added to the top of the current layer of tasks. It works from whichever position you are at, within any given layer of your hierarchy, including when the current task is the first.
