I'm kind of new here so someone correct me if I'm wrong.

The Windows Outlook-MLO sync is for Windows Outlook Tasks, not email. Of
course there is the drag and drop email-to-MLOtask desktop function but
that's really just a fancy copy-paste. Doesn't create a '2-way-sync'. Not
much different than the create-MLO task via email function that could be
done from any email client. Desktop Outlook on Windows PC is a completely
different animal than Outlook.com and the Outlook Android app. Just one
more thing on the huge list of Microsoft products with confusing names and
inconsistent functionality. You can't even sync Windows Outlook tasks to
the official Microsoft Android Outlook, it's a pretty tall order to expect
MLO to do what Microsoft won't.

I've been a long-time user of 'Nine' for Android, which is similar to the
more well-known 'Touchdown' for Android for my work accounts. Both of
these are as close to Windows Outlook functionality you can get on mobile
where you can convert emails to tasks and calendar events through the
exchange server. A workaround to this would be to use an app like 'Nine'
to convert mobile exchange server emails to Outlook Exchange tasks then the
desktop Outlook would sync them to desktop MLO, which would then sync them
to MLO mobile. Gosh that last sentence sounds absurd! I'm annoyed with
the way Microsoft is abandoning their awesome desktop functionality of
Outlook and OneNote by phasing in dumbed-down 'universal' versions. That
makes me appreciate MLO even more that they aren't compromising on keeping
a great desktop app and not sacrificing functions on the mobile versions.
Microsoft has abandoned power users to apparently capture more of the
lowest-common-denominator market share. That's fine, my money will go to
small developers who refuse to make that trade-off.
