I tested this and got the same uinexpected result from using 
"Tasks/Advanced/Uncomplete all tasks".  This doesn't make sense to me 
either.  This looks a small bug.
I notice if I manually uncomplete one of the tasks then manually complete 
it again, then that one task will get uncompleted when I select 
Tasks/Advanced/Uncomplete all tasks.

Here is an alternate method that does work as expected-
If you select all of the tasks and hit the space bar, then it will 
uncomplete all of them.
