First I found that I still have that IP if I plug in ethernet. Ironically it only worked with a cable and not wifi. So if anyone has trouble with WiFi sync make sure you are using the same interface for exampl built-in WiFi or dongle or cable. So I plugged in a cable and Sync'd for good luck before messing with things.
Then I logged into my wifi modem and changed the laptop on wifi to fixed instead of DHCP so it won't change. I deleted all pairing and tried another pair. To my surprise, it could not find the wifi IP to my laptop. I tried ping from laptop to phone which worked. I tried installing Termux so I could ping from phone to laptop but no responses. Turns out all I needed to do was after changing it to fixed IP I had to turn off WiFi and turn back on again. Finally I can sync over WiFi again. My problem with cloud sync is I am terrible at keeping sensitive business data out of tasks. If they were stored as encrypted I would be fine but they only send through https.
