There is no way to change this behavior. But you can use Drag&Drop as 
workaround: 

If the project/parent task you moveto is collapsed, drag & drop puts the 
subtask as the last subtask in the list; otherwise, if the task  is 
expanded, drag &drop puts it as the first subtask  in the list.
