In theory, low battery can disable PUSH, if the application is not 
included in Battery Optimizations exemption list. Then, with a low battery, 
the battery optimization behaves more aggressively towards the application 
(in particular, push notifications may be received with a delay).

That is, for PUSH to work properly, MLO must be exempt from battery 
optimization and its background processes must not be limited. 

This should fix it, Dwight.
