I wasn't seeing the 'Effort' variable.
My mistake was that in an attempt to clean up the somewhat overwhelming 
amount of power/detail of MLO that  had gone into Tools/Options/Appearance  
and turned off 'Effort'.   And then  mistakenly thought the Project 'Time 
Required' was 'Effort'.
