HI, glad you found a solution. Not sure if it's of any use but I have some 
automatic formatting I've created which adds an exclamation mark against 
any projects that are 'In Progress' and don't have any incomplete sub 
tasks. It enables me to see at a glance which projects are stalled ie no 
Next Actions. 
Rule: Is Project & Not Complete & Is In Progress & Not(Has incomplete Sub 
Tasks).

You could amend this to fit your flag process.
