Ah, you've found a problem with the second option. For the most robust 
solution, I'd suggest switching to the first option - a filter developed 
from the default Inbox filter.

Alternatively, if you develop the habit of always using the Rapid Task 
Entry dialogue to enter new tasks (Ctrl+Shift+M is the default Windows 
hotkey for bringing up that dialogue, whether you're in MLO or working in 
another application), then it will put them in the Inbox by default.
