I'm thinking it's corrupt. So the "All Tasks" view defaults to having a "j" in the text filter box. If I remove it, the option "Discard Changes" button becomes active. If I try to save it I get the message "You are not allowed to change the settings of a predefined view..."
If I open the "New from template..." or "Move to..." diaglogs the "j" filter is already applied. Maybe I'll try to reinstall it this weekend.
