I'm also finding the request difficult to follow without an example. 

I think the nearest feature currently available is the ability to sort your 
tasks by Computed-Score, which takes into account Imprtance and Urgency of 
the task and its parent project (an average task for an important project 
will come before slightly more important task in a less important project), 
weighted by the start and due dates of a task. As soon as a recurring task 
is generated, the computed score will adjust for the start and due dates of 
the next occurrence.
