Tried with all "windows defender" firewalls and antivirus turned off, and 
turned on. There might be some setting I am not aware of

on the Windows 10 machine:

   IPv4 Address. . . . . . . . . . . : 192.168.1.64
   Subnet Mask . . . . . . . . . . . : 255.255.255.0
   Default Gateway . . . . . . . . . : 192.168.1.254

on iOS:
IP Address         192.168.1.81
Subnet Mask      255.255.255.0
Default Gateway 192.168.1.254

Just really wish we could just pay a monthly fee for WiFi and be done with 
it. It's offensive to get "dark mode" or some feature showing how many 
tasks you have for some date in iOS, when synching is so utterly broken. I 
know many people will say "it works just fine for me, for many many years". 
Well, I was one of you just a few weeks ago (although setting it up was 
difficult). But that's all over now.
