It seems that in your system settings, you've selected English (United Kingdom) or possibly another region where Monday is set as the first day of the week.
If that's the case, it’s expected that Monday will remain the first day, regardless of the ‘Use system locale country settings for English’ option. To have Sunday as the first day of the week, you'll need to select a region where this is standard, such as English (United States). Then the switch should work as expected, displaying Sunday as the first day of the week. This should help.
