Hey Strobe, 

If you right click on properties you can select configure and then you get 
a bunch of check boxes one of which is goals. Attached pic is where to 
right click and the pop up. 

Not sure what you mean for a project, but maybe it is not selected as well?

If that doesn't work you can use keyboard shortcuts to set a weekly goal 
(alt-W) and project (alt-J

I looked for a similar properties edit process to convert tasks to project, 
could not find either, but resorted to just adding new project, renaming it 
after the intended task and moving subtasks to the new project...
