Hey Strobe, If you right click on properties you can select configure and then you get a bunch of check boxes one of which is goals. Attached pic is where to right click and the pop up.
Not sure what you mean for a project, but maybe it is not selected as well? If that doesn't work you can use keyboard shortcuts to set a weekly goal (alt-W) and project (alt-J Hope that helps!
