Free as in "does not cost any money". Open Source just means that the source code for the software is available openly. Open Source could include both free (as in freedom and cost) software and less free software (e.g. you cannot modify and redistribute source code, etc.). I suspect that a software has to be licensed under one of the GPL licenses (GPL, LGPL) for RMS to consider it to be free.
