AbstractTaskEditorPageFactory.canCreatePageFor() is invoked by TaskEditor to determine whether the factory provides a page for a particular task. To trace how this works you can set breakpoints in BugzillaTaskEditorPageFactory and BugzillaTaskEditorPage and open a Bugzilla task from the task list.
