as of (at least) commit 0594fd...:
Hold down the color picker key and move the mouse (faster is more obvious,
but you can even get the effect when completely still).
the 'color picker' icon jumps around (flickering fast enough that it often
appears to be in two places at once).
Sometimes the brush outline is also drawn for 1 frame.
note: this was present before the recent 'use icon for colorpicking cursor'
change. It just looked different (two flickering circles)
