Follow-up Comment #1:
This is not a bug. All OpenRaster files are saved to a filename.ora.tmpsave
which is then moved to the actual filename.ora when everything is done. This
is so that if saving fails the original file will not be destroyed.

As for your question:
You can try to rename this file to something.ora and open it with MyPaint.
