Details:
Steps to reproduce:
1. Draw a circle
2. Add a new layer above the current one.
3. Increase the brush size significantly and draw a circle over the
underlying circle in a different color.
4. Open the layers dialog and hide the top layer
5. Save as any non-ORA format
The topmost circle will be visible in the output image(s).
