On the bugtracker for Windows window manager? :p
Seriously though, on X11 systems like GNU/Linux this is behavior is handled
by the window manager, and should work as you'd like on most of them.
For Windows, there might be additional hints that we can set to make this
happen, or we might need to code this functionality ourselves.
If you find any GTK applications that behaves the way you want, do let us
know here, it might serve as a reference as to how it should be done.
