One possible workaround pushed:

back to the drawWindow when sub-windows are revealed again using the Tab key.
Metacity and Compiz are both happy with this approach.
Note that this only affects pressing Tab, simply because metacity+Tab is the
only place where flow (and keyboard input) is lost. Notice that just bringing
up a specific utility window from a state where none are visible still
transfers focus to the utility window. Can people playtest this, particularly
under oddball environments like tiling WMs or Windows ;-) and let me know
whether the inconsistency needs ironing out or causes any problems?
(Same question really: are there any subwindows where keyboard input actually
/matters/ immediately after mapping?)
