Agreed, but a lock button strikes me as a good way of confusing users.
Increasing the threshold needed to drag a brush seems like the right way of
doing this.
I've bumped up the amount you need to move brushes by:

For now it's set to 3/4 the size of a brush icon. Does this feel right to
everyone?
