Follow-up Comment #1, bug #17598 (project mypaint):
Actually sounds like a good idea.
And when using File->New the default background should be restored, too. When
clearing the only layer, it should have the same effect as File->New (eg.
clearing the filename) except that the background should not change.
The current GUI code makes this change a bit difficult, will need some minor
refactoring.
