What exact tablet hardware are you using, and does this happen with other
apps? If not, which apps does it work as you'd expect with? Let's exclude this
being normal behaviour.
Buttons 2 and 3 work for me with my Wacom Bamboo MTE-450A, under Ubuntu
10.10, but only when the pen tip is within ~2cm of the tablet surface.
