Details:

The current background selector design has no way to group tiles and does not
look in subdirectories for images, making organisation impossible and
background selection potentially unwieldy.  This is especially true in cases
where the user has multiple similar tiles or many different tiles to choose.

Some use examples:
1.  User has multiple similar templates, such as for certain paper sizes at
150, 300, and 450 dpi.  The thumbnails look the same and are impossible to
tell apart at a glance without some form of organisation.

2.  User uses different backgrounds for different tasks, such as templates
for creating wallpapers, watercolours, and sketches.  Being separated by group
would aid task-oriented template selection.

3.  User has many backgrounds and has difficulty finding the desired one when
they are all presented in a flat list.


The current design for grouping brushes would probably be ideal and could
possibly reuse existing code, but even something simpler, such as separating
the background previews by folder, would improve usability over the current
design.

Users that don't need the sorting or prefer not to use it would be unaffected
and could continue to leave everything in a single group.
