Update of bug #18278 (project mypaint):
Summary: The "paste" action from clipboard only works once;
it always paste the image that was in the clipboard the first time. =>
[Windows] "paste" from clipboard always paste the same image

I just tested with 0.9.1 on Linux and it works as expected. Marking bug as
Windows specific.
