Follow-up Comment #2, bug #18306 (project mypaint):
I think HLAC is too dependent on individual workflows to be useful by many.
For example, I'm more likely to use the reverse: hide layers below current.
Easier for me to just disable the layers manually than to completely rearrange
them to use HLAC. If layer grouping gets implemented, it would probably
eliminate much of the use of HLAC.
Layer Solo, though, is still useful, because you can see exactly what's on
the layer you're using, find random problems like stray marks, etc. The only
thing that I think should change there is to have layer solo override layer
visibility when active, without actually changing visibility state.
This is all just my opinion, of course; I'm not trying to speak for everyone
:)
