Details:
Steps to reproduce:
1. Make a layer with some content
2. Add keyboard bindings to Layer->Layer locked and Layer->Layer Visible
3. Activate them multiple consecutive times (eg. press the 'Layer visible'
shortcut 3 or more times)
Result: after the first two activations, no further action is taken.
Clicking, activating other GUI elements, or activating the other action
'resets' this.
(ie. if you press the Layer Locked toggle twice, then the Layer Visible toggle
twice, then.. (so on), everything appears to work normally. But if you want to
toggle something >2 times in a row, you're out of luck!)
