Follow-up Comment #2, bug #20307 (project mypaint):
Actually, toolbar buttons should probably *always* be sticky, for the sake of
users with tablet PCs. See the long-standing "goal" bug #16869. The same is
true of menu actions, since those are now quite tablet-friendly.
So: menu actions and buttons should launch their modes with an extra argument
telling them to stick around after their drags end, unless you press keyboard
modifiers while clicking the button.
However: pointer-button-launched modes should generally be temporary and last
for as long as their button is held, or as long as any initial modifiers are
held if that is longer.
