Okay, draft the third. I think we're getting there. Reversed order to make it art-first, and the most surprising thing first. Make it clear that now-point-3 really refers to new code. Hide any mention of weedy libraryish licenses, and demand strict blood-oath compatibility with GPLv2. Clarify CC-Zero name, and footnote with URLs for possible links on the wiki or elsewhere.

Q: What licenses should I use when contributing to MyPaint?

A: If you want your contribution to go into the official MyPaint
distribution, you need to pick a license:

1. Elements which are highly likely to be reused by artists in the creation of new works, for example bundled brushes or background texture images, should be licensed as CC0 version 1.0[1] or made Public Domain. You'll be credited in the official distribution, of course :)

2. Supplemental artworks and promotional material included in the distribution should be CC0 or Public Domain as above, or either CC-By[2] or CC-By-SA[3] version 3.0.

3. All new program code and supplemental data files should be licensed under the GNU GPLv2.0[4] with the "or (at your option) any later version" clause. They *must* be licensed in a way that is compatible with this. This includes program icons and artwork for display within the program. Retain the existing license boilerplates when working on existing code.
