I don't know about the Windows back-end, but for Linux the issue was
that for GTK 2.x the X back-end was written and designed for XInput in
a time where hot-plugging was not supported by Xorg. And no-one put
the effort into GTK 2.x for Xinput2 + udev/hal to be done properly.
This stuff is now working in GTK 3.x.
